What Does SLA Mean?
An SLA (Service Level Agreement) is a commitment to a minimum uptime percentage over a given period. The remaining fraction of that period is the allowed, or "budgeted", downtime - the amount of time a service can be unavailable before it breaches the agreement. Higher SLA percentages ("more nines") permit dramatically less downtime, and typically require far more redundant infrastructure to achieve.
